New Ecodesign requirements in 2018: EU Commission toughens rules for domestic ventilation systems

From 1st January 2018 stricter specifications apply for domestic ventilation units to be marketed in the European Union according to the EU regulations 1253/2014 and 1254/2014.


Since 2016, the Commission Regulations 1253/2014, defining the ecodesign requirements for ventilation units, and 1254/2014 with regard to energy labelling of domestic ventilation units, are legally binding. According to the law, manufacturers have to provide ecodesign labels for the majority of domestic ventilation systems and openly publish characteristic performance values.



New Building Regulation in Northrhine-Westphalia

On 01.11.2017, the new >> Landesbauordnung (BauO NRW, Building Regulation) for Northrhine-Westphalia has been in parts openly published. Publication of all paragraphs is planned for 28.12.2017. Aim of the state government of NRW with the new BauO is a closer orientation to the >> Musterbauordnung (MBO, Model Building Code) of Germany.


Of particular interest are regulations for the usage of building products, which are defined in the BauO NRW, chapter 2. These regulations clarify, whether the line of the German government is followed to uphold the obstacles for the distribution of, according to German assessment, not wholly by the CE-Label covered building products, such as domestic ventilation units.



TZWL and DMT offer testing for air quality and hygiene of domestic ventilation units

Expansion of the cooperation between TZWL and DMT enables manufacturers of ventilation units to directly order tests for air quality at TZWL


On November 2nd, Dr. Dirk Renschen, Head of Product Testing and Building Safety at DMT in Essen, and Taner Özbiyik, Head of Test Laboratory at TZWL in Dortmund, sealed a cooperation between their companies in the field of air quality and hygiene. Manufacturers of domestic ventilation units can now order tests of filters according to the new test regulation ISO 168890, as well as tests of HEPA filters based on DIN EN 1822 and tests for hygienic comformity of indoor air filters directly at TZWL. In the transition period to ISO 16890, TZWL and DMT also still offer tests according to the expiring test norm DIN EN 779.

Planning the modernisation of their buildings, many builder-owners choose reversible single room units as mechanical ventilation of their dwelling. Testing of these new ventilation systems with heat recovery has only recently been described with testing standards. Commissioned by the German Centre of Competence for Construction (DIBt) and headed by TZWL, a test laboratory of ventilation units based in Dortmund, Germany, the official test laboratories have examined, whether these regulations are suitable to deliver correct and reliable measuring.



Open Letter concerning new Administrative Provision Technical Building Regulations

On 31. August 2017, the >> Deutsche Institut für Bautechnik (DIBt, Center of Competence in Construction) openly published the updated Muster-Verwaltungsvorschrift Technische Baubestimmungen (MVV TB, Administrative Provision Technical Building regulations). The MVV TB serves, as defined in the Musterbauordnung (MBO, Model Building Code), as the administrative provision to specify general requirements for building constructions, construction products as well as other civil constructions and products with technical building regulations.
